Also, the demand may be regulated to optimize existing capacity, ergo, more profit to utilities, some of which should be used to upgrade and clean their technology. Just because 50% of electricity is coal sourced now does not mean that will remain the status quo. Wind is growing rapidly and coal is on its way out.
